Minutes of a virtual Extraordinary Meeting of the Parish Council

held on Tuesday 14th December 2021 at 6.00pm

 

Present:  Councillors R Fisken (Chairman), A Dick, A Keeley, R Butler and G Light

3.    Planning Applications:

21/02778/FUL - Old Fleece and Feathers, Aldworth Road, Ashampstead.

Create new driveway access to service existing property.

 

It was agreed that the Council objected to this application on the following grounds:

 

The proposed new driveway running across the full length of the meadow would significantly spoil the view from Palmers Hill, Whitemoor Lane and footpath 12 in this area of open countryside in the AONB and thus fail to meet a number of planning policies.

  

There have been a number of accidents close to the junction of Palmers Hill with the Aldworth Road, largely due to drivers not realising that the section of road where the entrance is proposed is single track. If hedging is retained in the meadow alongside Palmers Hill the new entrance is likely to produce another hazard. The sight line of the existing entrance could, of course,  be solved by merely cutting back or removing the hedge that was planted a few years ago by the previous owner. The existing entrance has the benefit of joining onto a two lane road which served the former pub and its more recent owners adequately.

 

The new entrance will be in the close proximity of a listed barn.

 

Should planning be granted the Council would request a condition that no lighting be permitted across the meadow.

 

The Clerk was asked to submit the Council's observations to WBC.

 

4.    Licence Application LA 2003 by Royal Berkshire Shooting School:

No objections were raised to the application, but the Clerk was asked to clarify the Shooting School's address as it uses 'Ashampstead' although it is well outside the parish's boundary.

21/02819/HOUSE - Oakley House, Pinfold Lane: Single storey extension and change of use of garage.

It was agreed that the Council had no objections to this application.

 

21/02881/HOUSE - Sunrise, North Gardens, Burnt Hill (as adjacent parish): Single storey extension to rear aspect to enlarge kitchen.

It was agreed that the Council had no objections to this application.

 

21/02934/HOUSE - Walnut Tree Cottage, Ashampstead Common: New garage.

The Clerk advised that this must have been issued in error as the number was not recognised on WBC's planning system.

It was agreed that the Clerk should confirm the position with WBC.

 

21/02996/HOUSE - Walnut Tree Cottage, Ashampstead Common: New garage.

It was agreed that, whilst the Council had no objections to an additional garage on the property, the building was unnecessarily high for the stated use. This was particularly of concern having regard to the fact that it is within the domestic curtilage of the listed cottage. Should planning be granted, a condition ought to be applied such that the garage may not be occupied at any time other than for purposes ancillary/incidental to the residential use of the cottage. 

The Clerk was asked to submit the Council's observations to WBC.

 

4.     "Parish Online" - Approve payment to Geoxphere Ltd:

The Clerk produced the invoice in the sum of £54.00 which was approved and the cheque issued.

21/02346/HOUSE - Quicks Green House, Quicks Green: Replacement of existing attached annexe with new single storey extension to accommodate new indoor swimming pool, gym, plant and changing room.

 

It was agreed that an objection should be raised to this application due to the impact that the wide expanse of glass would have on the public right of way in this AONB. It was thought that this would also lead to significant light pollution, not only affecting the footpath, but also those properties opposite, albeit separated by the field.

 

The Clerk was asked to submit the Council's observations to WBC.

21/01645/FULD – Redwood, Burnt Hill: Section 73A application to vary condition 2 (approved plans) of approved planning permission 20/02001.

It was unanimously agreed that the Council objects to this application as it would result in overdevelopment of the site for the following reasons:

The approved plans saw an increase of 100% in the internal area measured against the original property which stood on the site. Whilst the proposals add a further 10% to the allowed internal area, this is effectively a further increase of 25% on the original property.

The proposals bring the development closer to the neighbouring properties reducing the openness of the site. This clearly has an impact on the properties opposite but also spoils the rural character of this part of the ANOB.

The proposed sunlit dining room adds considerable depth to the development and due to the rising ground creates much more of a massing effect when viewed from Thee Oakes.

The fact that condition 23 of the previous planning decision was specifically applied in order to prevent over-development.

Allied to that, the concern that if planning permission is granted for this application it may lead to attempts to increase the property's size even more.

 

21/01678/HOUSE – Lyeview, Holly Lane: Infilling the rear under croft and conversion to the loft.

It was agreed that the Council had no objections to this application although Councillors would have preferred that the rooflights be fitted at the rear of the property.

 

20/01336/OUTMAJ – Institute for Animal Health, Compton: Hybrid application for up to 185 residential units.

It was agreed that the Clerk should ask WBC to consider the highways implications when determining the density of residential units on the site as the most direct route from Compton to Reading takes traffic along the road known as Aldworth Road, Ashampstead. Whilst the road is marked unsuitable for HGV's, in some sections it is single track. In view of traffic implications, the Council thought that it should have been consulted at the appropriate time.

 

The Clerk was asked to submit the observations on all three applications to WBC.

20/02001/FULD - Redwood, Burnt Hill: Demolition of existing house, garage and outbuildings. Erection of one new dwelling and detached open car port.

It was unanimously agreed that no objections should be submitted in respect of this application. The proposed property, being much smaller than those of previous applications, met the concerns raised. It was agreed however that a condition should be requested to ensure that obscure glass be installed in the bathrooms which overlook neighbouring properties.

 

20/01857/HOUSE - Blorenge Cottage, Holly Lane, Ashampstead: Variation of condition 3, materials used (roof tiles) on planning application 19/00934.

It was unanimously agreed that no objections should be raised to this retrospective application although Councillors were disappointed that more appropriate materials could not be sourced.
