Minutes of a Virtual Extraordinary Meeting of the Parish Council
held on Thursday 23rd April 2020 at 10.00am
Present: Councillors R Fisken (Chairman), A Dick, A Keeley, R Butler and G Light
In attendance: P Thompson (Clerk)

3. Planning Applications:
20/00763/FULD - Redwood, Burnt Hill. Demolition of existing house, garage and outbuildings. Erection of one new dwelling.
The Chairman explained his views on this application having referred to the WBC decision and planning officer's report on the previous application for a smaller replacement property as well as comments received from local residents.
It was unanimously agreed that the Council would object to the proposal on the grounds that it was in clear violation of WBC's planning policy C7 as well as not fitting well into the AONB.
There were concerns regarding the lack of a garage or other outbuildings within the plans which may lead to further over-development on the site in the future. It was agreed that we should request that, if a planning application for the site is eventually approved, it should be on the basis that all permitted development rights related to the property should be removed.
The Clerk was asked to submit the Council's observations to WBC.

In the absence of the Chairman and Vice Chairman, Councillor C Butler was elected as Chairman of the meeting.

3. Planning Applications:
19/01646/FULD - Redwood, Burnt Hill. Demolition of existing house, garage and outbuildings. Erection of one new dwelling.
As the plans addressed the concerns from previous proposed developments at the site, the Councillors agreed that the Clerk should submit "no objections" to this application.
19/01815/HOUSE - 10 Flowers Piece. Single storey rear extension following demolition of two single storey rear elements.
The Councillors agreed that the Clerk should submit "no objections" to this application.
19/01932/CERTE - Pyt House. Construction of dormer window on barn conversion.
It was agreed that the Councillors could only confirm the fact that the dormer window was in place. The Clerk was asked to write to WBC, accordingly.

3. Planning Application:
19/00934/House - Single storey extension to side of Blorenge Cottage, Holly Lane to create new kitchen and boot room/utility.
The Councillors agreed that they should have regard to the views of the Conservation Officer as the property is in close proximity to two listed buildings as well as being in the village conservation area. The proposed design and materials did not fit well with the main property. An objection should therefore be submitted.
The Clerk was asked to pass on these observations to West Berkshire Council.
